Observation

(2) Placing a blanket over a child and then laying down and putting your arm over the child appears to be restraint. (3) The child was sent to her mat and the child was heard screaming/crying by another staff person who observed the child had a blanket over her and Ms. Jen was laying on the floor next to the child with her right arm and leg over the child’s body. Ms. Jen also describes she put a blanket over the child but denies covering her mouth with hand or blanket. Ms. Jen described laying on her right side on the floor perpendicular to the mat with her right arm over the child’s body.
